The afloat forward base is established doctrine

The US Navy operates purpose-built expeditionary sea bases as afloat forward staging bases, supporting special operations, counter-piracy, maritime security, mine countermeasures and humanitarian response. USS Lewis B. Puller was commissioned at Bahrain in August 2017. The idea Aquastra applies at coastal scale is not novel, it is proven at naval scale, and the economics are what change.
